Control-plane crash via malformed webhook message

Denial of service in affected Istio istiod releases allows remote attackers to crash the control plane via a crafted webhook request. The request-processing path invokes Go's regexp.Compile on data derived from the message, and malformed or oversized input terminates istiod. The unauthenticated TLS endpoint on port 15017 is normally cluster-internal, but public exposure in external-control-plane topologies permits remote service interruption.
