Administrator command execution via mail parameter injection

Command injection in MyBB before 1.8.31 allows remote authenticated users with settings access to execute OS commands via mail parameters. The get_my_mailhandler() path copies the database-backed mail_parameters setting into PhpMail additional parameters without command-safe neutralization. Admin CP access with the Can manage settings permission is required, and information disclosure or command execution depends on the mail program and file permissions.
