Login denial via username-email identity collision

Improper authentication in Grafana 8.5.0 through 8.5.13 and 9.0.0 through 9.1.7 allows remote authenticated users to block another user's login. The GetUserByLogin lookup accepts either identifier and resolves a victim's email to the colliding username, so password verification targets the attacker's account. An authenticated user able to register that username can deny the victim access through basic authentication without affecting other accounts.
