IRC privilege assignment via multi-mode parameter confusion

Improper privilege assignment in Matrix.org matrix-appservice-irc before 0.35.0 allows attackers to gain IRC permissions via MODE commands. The underlying matrix-org/node-irc MODE parser consumes parameters for combined mode changes incorrectly, so a permission change can target a different user than the operator intended. Exploitation requires an IRC operator to execute an attacker-suggested multi-mode command, and the bounded consequence is unintended IRC user privileges.
