Unauthenticated log-processing halt via RFC3164 parser underflow

Denial of service in One Identity syslog-ng products allows remote attackers to halt log processing through crafted RFC3164 input. The RFC3164 syslog and timestamp parsers mishandle buffer bounds, triggering integer wraparound that leaves a worker thread spinning at 100% CPU. Exposure requires a tcp() or network() source that accepts RFC3164 messages; repeated inputs can exhaust every worker and stop log delivery.
