Authenticated command execution via active shell.cgi debug API

Active debug code in Siretta QUARTZ-GOLD G5.0.1.5-210720-141020 allows remote authenticated users to execute shell commands. The httpd wo_shell handler passes the shell.cgi command parameter directly to _execute_command and returns command output in the HTTP response. High-privilege HTTP Basic credentials and the correct transaction identifier are required, after which commands run with the router web server's privileges.
