Post-expiry event disclosure via stale stream authorization

Information disclosure in HashiCorp Nomad 1.4.0 through 1.4.1 allows remote authenticated users to read events after token expiry. The event-stream publisher authorizes an ACL token only when the subscription opens, so an existing stream continues delivering cluster changes until token garbage collection. An attacker needs an expiring ACL token and event-topic permission; the flaw extends read access without reported write or service-interruption impact.
