SSRF in Esri Portal for ArcGIS 10.9.1 and earlier allows remote attackers to read internal-host data via unauthenticated requests. Portal's URL-request protections fail to enforce their intended restrictions and accept arbitrary target URLs; Esri has not disclosed the affected endpoint. No authentication or user interaction is required, and successful requests can enumerate the internal network or read data from internal hosts.
