Reflected HTML injection in Esri Portal for ArcGIS 10.9.1 and earlier allows remote attackers to render arbitrary HTML through a crafted link. The accountswitcher-callback.html handler places attacker-controlled link input into the returned page without neutralizing HTML markup. No authentication is required, but a victim must follow the crafted link; the documented impact is browser-rendered HTML rather than server-side code execution.
