SSRF in Esri Portal for ArcGIS 10.7.1 and 10.8.1 allows remote attackers to read internal hosts through forged URL requests. The portal's allowedProxyHosts protection does not fully enforce its configured URL allowlist before the server issues outbound requests. No authentication is required; reachable portal endpoints permit internal network enumeration or reading responses from hosts behind the network perimeter.
