User-assisted process execution via remote file download

Remote file download in Esri ArcGIS Server 10.9.1 and earlier allows remote attackers to induce victims to launch a process. Esri identifies affected web-service capabilities but has not disclosed the request path, component, or validation failure that lets a downloaded file resolve to a process in the victim's PATH environment. Exploitation is unauthenticated but requires a victim to run the downloaded file despite browser warnings for unsigned executables, bounding the impact to user-assisted execution.
