Reflected XSS in Esri ArcGIS Server 10.9.1 and earlier allows remote attackers to execute JavaScript via a crafted Services Directory link. The Services Directory reflects attacker-controlled link input into a browser-rendered response, but Esri has not identified the affected parameter or published the escaping failure. Exploitation is unauthenticated but requires a victim to follow the link; script execution is confined to that victim's browser context.
