Open redirect in Esri ArcGIS Server 10.9.1 and earlier allows remote attackers to send users to attacker-controlled sites via crafted URLs. A server request handler accepts a crafted query parameter as a redirect destination without validating that the destination is trusted; Esri has not disclosed the affected endpoint or parameter name. Exploitation requires a user to follow the crafted link, and the documented consequence is redirection to a phishing site rather than access to server data.
