Reflected XSS in Esri ArcGIS Server 10.9.1 and earlier allows remote attackers to execute JavaScript via a crafted link. Esri has not disclosed the affected request handler or query parameter, only that crafted input is reflected into the victim's browser without adequate neutralization. Exploitation requires an unauthenticated attacker to persuade a user to click the link, after which script execution is limited to the victim's browser context.
