Server-side URL reads via exposed API

Improper access control in Esri Portal for ArcGIS 10.8.1 and earlier allows remote attackers to read arbitrary URLs through an API. An unnamed Portal API accepts a caller-controlled URL and causes the server to fetch it without enforcing the intended access restriction. No credentials or user interaction are required when anonymous portal access is enabled, and successful requests can disclose data reachable from the server.
