CI/CD variable disclosure via unchecked external configuration

Improper authorization in GitLab CE/EE allows remote authenticated users to read inaccessible variables from external CI/CD configuration files. The pipeline prefill path resolves an external project's configuration and returns described top-level YAML variable values without checking access to that project. The attacker needs an account that can open the pipeline run page for a project configured to use the private project's CI file; the flaw exposes only variables declared directly in that file.
