Build interruption via backtracking resource-path regex

Regular expression denial of service in webpack loader-utils 2.0.0 allows attackers to interrupt builds via a crafted resource path. interpolateName applies its hash-placeholder regex to resourcePath while the hash-type capture accepts opening brackets, enabling excessive backtracking. The calling loader must pass an attacker-controlled resource path; processing can consume disproportionate CPU or crash the host process.
