Authenticated snippet modification via unfiltered noteable type

Improper access control in GitLab allows remote authenticated users to add, edit, or delete notes on another user's private snippet. NotesFinder selects PersonalSnippet.all when a crafted noteable_type names a personal snippet, bypassing ownership filtering and exposing the snippet title through activity. An account, an attacker-controlled project and a target snippet ID are required; the result is unauthorized note modification and title disclosure.
