Admin-only file disclosure via path-prefix comparison

Path traversal in Neo4j APOC before 4.3.0.7 and 4.4.0.0 through 4.4.0.7 allows remote authenticated users to read sibling files. Neo4jLogStream.stream compares canonical path strings with startsWith, allowing a sibling whose name shares the log-directory prefix to pass containment validation. The procedure requires the admin role, and successful exploitation discloses readable file content from sibling directories without modifying it.
