Account compromise and service interruption via throttle bypass

Improper request throttling in Chatwoot before 2.10.0 allows remote attackers to brute-force credentials or exhaust server resources. Rack::Attack matched login, password-reset, and account-creation routes as exact paths, so extension-suffixed requests bypassed the configured limits. Unauthenticated network access is sufficient; repeated sign-in attempts can compromise accounts, while mass signup can interrupt service when resources are exhausted.
