Stored XSS via unencoded revision notes

Stored XSS in Craft CMS 3.7.0-beta.1 through 3.7.55.1 and 4.0.0-RC1 through 4.2.0.1 allows remote authenticated users to run scripts. Element::getMetadata returns attacker-controlled revisionNotes as metadata without HTML encoding, causing crafted draft names to render as executable markup. A control-panel account able to create an entry and draft is required; the payload executes in a different account's browser when draft actions or the dashboard draft widget render it.
