Stored script execution via unencoded field-layout names

Stored XSS in Craft CMS 4.2.0.1 allows remote authenticated users to execute scripts via a crafted field-layout tab name. The _fldTabHtml() method in src/helpers/Cp.php passed stored tab names to Html::tag() without HTML encoding, causing them to be emitted as markup. A user able to edit and save a field layout can trigger the payload whenever another user loads an affected control-panel layout page.
