Unauthorized upstream job execution via unchecked retry ownership

Improper authorization in affected GitLab CE/EE releases allows remote authenticated users to take ownership of upstream pipeline jobs. Ci::AfterRequeueJobService resets the source bridge and recursively reassigns subsequent upstream jobs to the downstream retrying user without checking that user's upstream project permissions. The user needs permission to retry a failed downstream job; the action queues upstream jobs under that user's identity, enabling unauthorized CI execution and disrupting jobs that depend on a more privileged owner.
