Remote code execution via cross-thread peer race

A use-after-free in FRRouting FRR 8.3 bgpd allows remote attackers to execute code or disclose data via crafted BGP packets. During early packet validation, the I/O thread calls bgp_notify_ APIs that touch a shared peer structure while the main thread can concurrently reset it, leaving freed state accessible. A reachable BGP session is required; repeated crafted OPEN, KEEPALIVE, and NOTIFICATION packets can win the race and crash bgpd without user interaction.
