Authenticated code execution via PropertyBag type control

Deserialization in SolarWinds Platform 2022.3 and earlier allows remote authenticated users to execute arbitrary code through the SWIS API. The TestAlertingAction SWIS verb accepts a Contract2.PropertyBag whose ReadXml path passes attacker-controlled type and XML values to DeserializeFromStrippedXml without validating the target type. Valid SolarWinds Web Console access is required, and successful exploitation runs code as SYSTEM with complete host impact.
