Credential capture via unchecked HTTP endpoint

Missing authorization in Jenkins Coverity Plugin 1.11.4 and earlier allows remote authenticated users to capture stored Jenkins credentials. The plugin's unnamed HTTP endpoint accepts an attacker-chosen URL and credentials ID, then authenticates outward without checking the caller's permission. A caller needs only Overall/Read permission plus a credentials ID learned separately; the outbound authentication discloses the associated secret to the controlled server.
