External-job run creation via non-POST requests

CSRF in Jenkins External Monitor Job Type Plugin 191.v363d0d1efdf8 and earlier allows remote attackers to create external-job runs. ExternalJob.doPostBuildResult creates a new ExternalRun and accepts submitted content without restricting the handler to POST requests. A victim with permission to submit results must visit attacker-controlled content; the effect is limited to adding an external-job run.
