Unauthorized builds via unauthenticated webhook parameters

Authorization bypass in Jenkins Git Plugin 4.11.3 and earlier allows remote attackers to trigger builds with attacker-chosen Git commits. The /git/notifyCommit webhook accepts unauthenticated GET requests and uses its url and sha1 parameters for repository matching and immediate build scheduling without a permission or token check. An attacker must know a repository URL used by a configured job; a successful request checks out the selected commit and starts that job, altering build inputs and execution.
