Cross-site request forgery in JIZHICMS 2.3.1 allows remote attackers to create a super-administrator account through an administrator's browser. The User Management administrator-list workflow accepts a replayed add-administrator request submitted by a cross-origin proof-of-concept page. An authenticated administrator must submit the forged request, after which the attacker-controlled account gains super-administrator access.
