Unauthenticated BGP daemon crash via truncated option

Reachable assertion in FRRouting frr-bgpd 8.3.0 allows remote attackers to crash the BGP daemon with a malformed BGP OPEN packet. The peek_for_as4_capability function checks for two remaining bytes but reads three when extended optional parameters are enabled, triggering stream_getw on truncated input. The target must accept a BGP connection, and exploitation aborts bgpd and interrupts routing service without affecting confidentiality or integrity.
