System crash via stale devlink parameter callbacks

Use-after-free in Linux kernel devlink allows local users with network-device admin access to crash the system after a failed reload. A failed devlink reload leaves parameters registered, so get or set operations invoke callbacks that access freed mlxsw ACL-region data. Reaching the callbacks requires administrative control of an affected network device; the bounded impacts are system crash and kernel-context code execution.
