Validation crash via excessive CA-chain iteration

Excessive iteration in Cloudflare OctoRPKI before 1.4.4 allows remote authenticated users to crash validation with long CA chains. The repository-validation loop follows attacker-supplied CA chains until the configured max-iterations limit, then crashes instead of rejecting the hierarchy. Reachability requires control of a CA repository consumed during validation and processing of the crafted hierarchy.
