Authenticated privilege escalation via unguarded jobgroup routes

Improper privilege management in XXL-JOB 2.3.1 and earlier allows remote authenticated users to access administrator functions. JobGroupController exposes its index, listing, save, update, remove, and load routes without the administrator-only PermissionLimit annotation. A low-privilege account can request /jobgroup directly and view or modify executor-group configuration that the interface hides.
