Encoder crash via missing WAV format chunk

Denial of service in fdkaac before 1.0.3 allows local users to crash the command-line encoder by supplying a crafted WAV file. The wav_parse routine accepts a data chunk without first requiring a fmt chunk, leaving format fields unset before wav_open performs frame calculations. Processing requires a user to invoke fdkaac on the malformed file; the failure aborts only that encoder process, and Debian reports no security impact.
