HA cluster failure via repeatable unauthenticated node joins

Missing authentication in HashiCorp Vault Enterprise 1.7.0 through 1.9.7, 1.10.4, and 1.11.0 allows remote attackers to alter HA voting. The /sys/storage/raft/join endpoint accepts repeated join requests for an already joined node and applies an attacker-controlled voter_status value without authentication. The target must be an unsealed Integrated Storage HA node; changing every node to non-voting makes subsequent node failures capable of causing data loss or making the cluster inaccessible.
