Disk exhaustion via unlimited crate extraction

Uncontrolled resource consumption in Cargo before 0.65.0 and 0.66.0 allows remote authenticated users to exhaust disk via a crafted crate. The registry extraction path passes gzip-decoded crate data to the tar unpacker without limiting expanded bytes, so a small archive can expand until the file system fills. Exploitation requires control of a package on an alternate registry and a Cargo user to download it; crates.io rejects such packages.
