Improper access control in GoCD before 22.2.0 allows local users to modify Windows server or agent installation files. The NSIS installer leaves inherited ACLs intact on nondefault installation directories, allowing Everyone write access to executables and components. Exposure requires an installer-based Windows deployment outside Program Files or Program Files (x86), and execution requires a modified component to run.
