Folder privilege escalation via RBAC migration

Improper permission preservation in Grafana before 8.5.13 allows remote authenticated users to gain folder access via RBAC migration. During migration from legacy permissions, Grafana adds Editor and Viewer grants when an Admin-only folder is encountered, allowing those roles to edit or view the folder. The condition requires RBAC to have been enabled and a folder or dashboard to have only an Admin grant; impact is unauthorized access and modification of affected folders.
