Cross-organization grants via missing authorization check

Authorization bypass in ZITADEL Actions before 1.87.1 and 2.2.0 allows remote authenticated users to grant cross-organization project authorizations. Actions execute JavaScript during login, but a missing project-organization authorization check lets an ORG_OWNER-created Action grant authorizations for projects owned by another organization in the same instance. The ORG_OWNER role is required to create Actions; direct API and Console grant operations are not affected, while affected instances can suffer unauthorized cross-organization privilege assignment.
