Controller panic via oversized strvals arrays

Resource exhaustion in Flux CD Flux before 0.32.0 and helm-controller before 0.23.0 allows remote authenticated users to stop reconciliations. The Helm SDK strvals parser turns crafted string values into oversized Go array structures, consuming memory until an unrecoverable out-of-memory panic terminates the controller. A tenant able to create a HelmRelease in a shared cluster can stop the controller from reconciling every tenant's releases.
