Cookie forgery via URL-decoded cookie names

Cookie validation failure in ReactPHP HTTP 0.7.0 through 1.6.0 allows remote attackers to forge security-prefixed cookies. The ServerRequest::parseCookie method URL-decodes each incoming cookie name, so an encoded name becomes __Host- or __Secure- after browser prefix checks. Exploitation requires an application that trusts those reserved prefixes; the result is attacker-controlled cookie state with reduced integrity guarantees.
