Process crash via unvalidated num_bits tensor shape

Reachable assertion in TensorFlow before 2.7.2, 2.8.0, and 2.9.0 allows attackers to crash a process via a crafted tensor. QuantizeAndDequantizeV3Op::Compute fails to validate that num_bits has rank at most one and exactly one element before processing it, so malformed shapes reach a fatal CHECK. Execution requires an application to pass attacker-influenced tensor data to this raw operation; the resulting process termination interrupts that application.
