Process crash via unchecked tensor rank

Reachable assertion in Google TensorFlow before 2.7.2, 2.8.0, and 2.9.0 allows attackers to crash a process with malformed tensors. The FakeQuantWithMinMaxVarsPerChannelGradient kernel uses min and max tensors without first enforcing their required rank-one shape, allowing malformed ranks to reach a fatal CHECK. Reachability requires a calling application to pass attacker-controlled min or max tensors into the operation; the consequence is process termination only.
