Process crash via unchecked nonscalar quantization bounds

Improper input validation in Google TensorFlow before 2.7.2, 2.8.0, and 2.9.0 allows attackers to crash a process via malformed tensors. QuantizedReluOp and QuantizedRelu6Op read element zero from min_features and max_features without first requiring scalar tensor shapes. The crash requires execution of a graph containing either affected raw operation with attacker-controlled bounds and interrupts only the hosting process.
