Process crash via unchecked range tensor shapes

Improper input validation in TensorFlow QuantizedMatMul allows remote attackers to crash a consuming process via malformed range tensors. QuantizedMatMulOp reads element zero from min_a, max_a, min_b, and max_b without first requiring each tensor to be scalar. Any application that passes attacker-controlled tensors to this kernel can suffer a process-level service interruption; TensorFlow itself exposes no network service.
