Process crash via unchecked quantization bounds

Improper input validation in Google TensorFlow allows attackers to crash a process through malformed QuantizedInstanceNorm tensors. The QuantizedInstanceNorm kernel reads element zero from x_min and x_max through a flat float accessor before verifying that each bound is a scalar. Any application that lets attackers supply non-scalar bounds to this operation can have its TensorFlow process terminated, interrupting service.
