Process crash via unchecked pooling bound ranks

Improper input validation in Google TensorFlow before 2.7.2, 2.8.0, and 2.9.0 allows attackers to crash the hosting process. The QuantizedAvgPoolingOp kernel reads element zero from min_input and max_input through flat() without first requiring scalar shapes. Execution of QuantizedAvgPool with either attacker-controlled bound tensor at nonzero rank is required, and the resulting segmentation fault terminates the hosting process.
