Process crash via unchecked non-scalar tensors

Reachable assertion in Google TensorFlow 2.7.1 and earlier, 2.8.0, and 2.9.0 allows attackers to crash the hosting process. SobolSampleOp reads dim, num_results, and skip through scalar accessors without first rejecting non-scalar tensor shapes, causing a CHECK failure. Exploitation requires an application to pass attacker-controlled tensors to the raw SobolSample operation, and the failure terminates that TensorFlow process rather than affecting confidentiality or integrity.
