Common-password issuance via pre-shuffle validation

Weak password generation in Nextcloud Password Policy before 22.2.10, 23.0.7, and 24.0.3 allows administrators to issue common passwords. The generator runs HIBPValidator before shuffling the candidate, so the returned password can differ from the string checked against the common-password list. Administrative access to a password-generating workflow is required, and the result can violate the configured policy for user or share credentials.
