Victim-session actions via unchecked return URL

Reflected XSS in affected GitLab builds from 13.5 through 15.6.0 allows remote attackers to execute JavaScript in a victim's browser. The Jira Connect users controller accepts a return_to URL whose hostname ends in the Jira Cloud domain but fails to restrict its scheme, so a javascript URL is rendered as the return link. Exploitation requires an authenticated victim to follow the crafted link and click the return control on a self-hosted instance without strict CSP, after which the script can perform actions with the victim's session.
